2 SECTION TWO: THE INCIDENTS The violations in the two states of SK & BN continued in form arbitrary arrests (mostly in BN) committed by police under supervision of GIS, unlawful killing, general insecurity and the misconduct of security organs like SAF. Because of insecurity and lack of government intervention, armed robbery cases increased especially in SK around Kadogli and the eastern part of the state. This is the area with high presence of RSF, PDF and militias, also the same region where the gold mining activities are taking place. Many tribal conflicts have been on the increase and these had resulted in death and injuries.
