HUDO Centre Date: 22nd September 2019 No. H.K/PR/25/019 UPDATE ON ARREST OF ELTOUM OSMAN BY RSF IN HAJAR-JAWAD, SUDAN On 11th September 2019, Mr. Eltoum Osman was released by Rapid Support Force (RSF) soldiers after detaining him for two days at their checkpoint. The RSF interrogated him through torture (beating) and confiscated his motorbike, accusing him of taking goods to SPLA controlled area. Mr. Eltoum Osman was brutally arrested on 9th September 2019 by RSF soldiers in Hajar-Jawad of South Kordufan State/ Nuba Mountains and taken to RSF checkpoint near Alkugul town in a distance of about seven (7) kilometres. He was beaten (tortured) for two days before they released him. Mr. Eltoum was falsely accused of taking goods to Sudan People Liberation Army – North (SPLA – N) area though there was no evidence. His motorbike was confiscated by RSF soldiers up to date. A reliable source informed HUDO that, people in Nuba Mountains from the government controlled area which boarders SPLA controlled areas are constrained from buying stuff for home use of more than needed per day unless they get permission from security agencies, otherwise they will accused of taking merchandise to SPLA area. HUDO is very concerned about civilians’ rights at conflict areas and calls upon;     Sudan government to unconditionally release Eltoum’s motorbike and handle it to him. Sudan government to end the state of emergency which enables Sudan armed forces and its militias to carry out arrests at will. Sudan government to hold to account those who violated Mr. Eltoum Osman rights and subjected him to torture. Sudan government to respect its international obligations towards its citizens.
