General observations of the detainees • The Nuba mountains detainees are suffering very abusive humiliation and racial discrimination. Furthermore, they are always detained for longer periods than others except Blue Nile and Darfurian in some cases. • The majority of detainees are kept without any charges issued against them, and some are kept in government organs that have no any legal duties/mandate to arrest them (e.g PDF, MI and tribal militias). • The majority of detainees especially those in Nuba mountains have been denied any access to family visits since their arrest furthermore most of them remained nicked for their clothes are used up due to over wearing and no change no washing for longer periods that exceeds a year in most cases. • The all of the detainees in the region who have been working in public offices have been denied their salaries which extended the punishment up to their families, while those who had income generating activities or assets such as taxis, bikes, cars, etc, the government confiscated them all. • The detainees were interrogated in illegal condition under severe torture by NISS where the victims were forced to give false statements against themselves. • Congested in large numbers in very small cells and poorly ventilated iron containers. • Sleep on the bare ground. • No adequate food provided, some have died of starvation. The accusations and the reasons for arrest can be categorized as follow; • The political and military affiliation to SPLM/A northern sector and those in SAF who have been accused of spying for SPLM. • Spying for SPLM/A North (mentioning anything about conflict in the region in Telephone conversation is enough reason for arrest). • Accusation of correcting distant shelling of SPLM by phone. • Fabrication of accusations forcible confession under torture (machination to settle personal problems). Systematic targeting The authorities has since the beginning of the year began a systematic targeting of the different Nuba language and cultural centers, and also targeting the Nuba Christians and their centers which can be explained as follow. • Kuku institute for Nuba language and heritages which is located in Omdurman was closed up(on 16th January 2013) by the government security authorities (NISS) and the manager was arrested, his laptop and the Mobile Phone were confiscated as well as the certificate of the registration and other documents of the institute. The manager was released on condition that he reports to their office every morning. • The NINU center for languages and computer science a member of UNESCO Clubs Union was closed up by the security authorities (on 16th January 2013) without any reason, noting that the UNESCO Clubs Union has different centers working across the country and all are uniformly certified work. None of them is closed apart from the Nino center. • Evangelical Cultural Center library in Khartoum was closed up on 18th Feb 2013 by NISS and confiscated books, media tools and documents belonging to the library. Also arrested three people, including a priest and have not been released yet. • Gideon Theological College (GTC) in Omdurman was raided on 24th Feb 2013 by NISS forces and arrested three Christian Nuba and later released them on condition that they report to NISS office on a daily basis.
