‫منظمة حقوق االنسان والتنمية‬ Human Rights and Development Organization (HUDO) Introduction During the month of April, after a period of calmness there has been a huge security collapse and escalation of war. The bottle field has extended to Northern Kordofan state up to the border with White Nile State, following the breakdown of the negotiations between SPLAM- N and the Sudanese government in Addis Ababa. The Sudan Revolutionary Front Forces (SRF) led by SPLA -N conducted series of military operations and captured a number of towns in both south and north Kordofan, extending the rebel controlled areas and effected war areas to reach up to White Nile State. This has resulted into a massive influx of IDPS across the region. The governmental detention operation is going on despite the presidential amnesty declared by Al Bashir earlier in April. Political developments This reporting month has witnessed very important political events including the political settlement reached between Sudan and South Sudan, which resulted in commencing the pumping of South Sudan oil; the visit of Al Bashir to South Sudan; the start of direct negotiations between SPLM - N and Sudan government and particular important the general amnesty declared by the Sudanese president. These political developments led to some sort of optimism among the public and concerned bodies and individuals. However, it all turned against their wishes. Early in the month the Sudanese president Omar Al Bashir announcement a general amnesty, which was hoped to bring a relief to so many detainees' families. Unfortunately, the decision was so selective and ethnic in nature, more than two hundred of Darfur, Nuba and Blue Nile detainees were Ignored, whereas almost all detainees from other parts of Sudan were released.
