Executive summary This report covers some incidents that occurred between January and June 2021 in South Kordufan (SK) and Blue Nile (BN) States most especially in the government controlled territories and among IDPs from the two states. The general situation in the whole of Sudan is worrying. Violations in the two areas (SK &BN) remained as before while other violations like armed robbery and tribal conflicts increased raising the number of death and injuries. Also, new kind of violations emerged like kidnapping individuals for a ransom. All these violations had been met with limited or no intervention from the authorities. The aim of this report is to bring to light the human rights violations and abuses that took place in SK and BN states of Sudan (government territory) and the situation of Internally Displaced Persons (IDPs) from the two states. The information/ data included in this report was gathered by trained human rights monitors, reviewed and compiled by a reporting panel. Due to many challenges, this report includes incidents that HUDO Centre managed to compile and report about, considering that many other incidents occurred without notice or reach. The violations and abuses included in this report are; Arbitrary arrests, whereby about fifteen civilians were arbitrarily detained, Unlawful killings, whereby more than fifty were shot dead. Within this period, armed robberies were rampant mainly in Kadogli area and eastern region of SK and this was attributed to the presence of very many troops of RSF, PDF and other militias. There were other kinds of violations that were mainly committed by government’s security organs and militias as well as religious rights violations. On a regular basis, police deliberately refused to respond or failed to carry out investigations of cases that were brought before them. In recommendation, this report calls upon Sudan transitional government to respect and implement its obligations towards the citizens and respect the international human rights laws. The report also urges the international community to observe the human rights situation in the two areas and to stand with the victims for reparation. iv
