On 8th March 2021, Mr. Kailla was released unconditionally after spending five days detained incommunicado. He was interrogated about the ten (10) sacks/ bags of wheat flour (alleged to be subsidized commodity) that had been transported through his office (Mr.Kailla is a transport agent). But SAF confiscated the ten (10) sacks/bags of wheat flour and no case was filed against him. 2.1.4 Arrest of civilians by MI in Dilling On 13th June 2021, a group of SAF/MI led by an officer at the rank of Major obstructed a traveling commercial vehicle at Tasuma checkpoint of Dilling town. They arrested Mr. Mohammed Nasr Khalid, Mr. Sediq Suliman Hassan and Mr. Daoud Kafi Kuku.They also confiscated the vehicle and commodities on it like two solar panel, six tyres of motorbike and one carton of engine oil. They were taken and detained at the military base where they were interrogated and accused of taking commodities to SPLA-N area. They were released the following day with a condition of reporting daily to MI. However, the vehicle and the commodities were not handed over. After three days, MI put a condition that before releasing the vehicle and items, some payments should be made first or they will be sent to court. The three detainees refused to pay and asked the MI to send them to court. The MI later released the vehicle with commodities and allowed them to travel. 2.1.5 Torture and detention of Mr. muaaz by MI in Elfaid um-Abdalla On 15th June 2021, Mr. Muaaz Hassan Daoud (53 years old) was arrested by military Intelligence (MI) soldiers in Elfaid Um-Abdalla in front the town mosque. The soldiers first beat him up before taking him away with their vehicle (Land Cruiser). Mr. Muaaz was detained in an underground cell, beaten and his hair was shaved (cut) bald. For four (4) days, he was tortured while in detention up 19th June 2021 the day he was released. He was threatened not to reveal any information about his arrest and torture and not to talk about the conduct of military intelligence. Mr. Muaaz was arrested because of criticizing military intelligence. He had earlier criticized MI for confiscating goods (commodities) from civilians under the false allegations that civilians were taking them to Sudan People Liberation Army – North (SPLA-N) territory. 9
