HUDO Centre Date: 14th October 2018 No. H.K/UA/06/018 URGENT ACTION ARREST OF SAEED BY NISS IN BOUT, SUDAN On 9th August 2018, Saeed Ahmed Abdalla was arrested by NISS in Bout of Blue Nile. He was accused of smuggling fuel to South Sudan. He is under torture, denied medical treatment and visits which puts his life in a critical condition. Mr. Saeed Ahmed Abdalla, 39 years old, is a trader. Bout is the capital of Al-Tadamoun locality in Blue Nile state of Sudan which is located at the border with South Sudan. On 9th August 2018 at 10:30 pm, three members from National Intelligence and Security Service (NISS) in Bout arrested Saeed Ahmed Abdalla from his house in Bout town. They drove him to NISS office which is located on the West of Bout market. Since then he has been kept in the iron container and he is tortured. They denied him medical treatment and he cannot be accessed by family and lawyers. Mr. Saeed is accused by NISS of participating in smuggling fuel to Upper Nile state of South Sudan. A reliable source informed HUDO that, Mr. Saeed is in a very bad condition, suffering from torture trauma and that his skin colour had changed. HUDO is very concerned about Mr. Saeed’s life as well as other civilians facing the same fate HUDO calls upon;  The National Intelligence and Security Service in Bout to immediately release Mr. Saeed Ahmed Abdalla or send him to courts of law if there is any accusations against him.  Sudan government to conduct investigation on Saeed case and to bring those responsible of inhuman treatment to be account. 1
