HUDO Centre Date: 26th July 2021 No. H.K/UA/14/021 URGENT APPEAL MISCONDUCT BY SAF AGAINST CIVILIANS IN DILLING, SUDAN SAF soldiers at checkpoint in Dilling arrested and confiscated civilians’ merchandise and forced them to pay bribes. No action has been taken against them by the head commander yet many complaints have been made. Sudan Armed Forces (SAF) soldiers who have been located at Checkpoints in Dilling (mostly at Altomat checkpoint) have been intimidating and confiscating civilians home use goods (without a judicial order). They confiscate goods of people who come from villages for shopping in Dilling market, this act under allegation (by SAF soldiers) of those civilians were coming from Sudan People Liberation Army - North (SPLA-N) controlled areas or taking the good for these areas. On 15th July 2021, SAF soldiers at Altomat checkpoint confiscated fifty (50) litres of petrol from Mr. Maki Ibrahim Degela who had came from Hagar-Jawad village. He had purposely come to buy fuel for his motorbike/ tuktuk which he uses for public/ commercial transport. On 19th July 2021, SAF soldiers in Altomat checkpoint arrested Mr. Babikir Faragalla Daldoum and Mr. Abduelhaleem Mohammed Jebrail who had come from their village to do shopping at Dilling market. They were detained at the checkpoint, intimidated and forced to pay seven thousand Sudanese pounds (about 17 USD) before being released the same day evening. HUDO is very concerned about the situation of civilians in conflict areas and calls upon:  The transitional government of Sudan to hold to account SAF commandant in Dilling and the suspected soldiers for their misconduct.  Sudan government to end the state of emergency in conflict areas which enables SAF to act irresponsibly.  Sudan government to compensate the confiscated items  Sudan government to respect the civilians’ constitutional rights and its international obligations.
