HUDO Centre Date: 3rd October 2019 No. H.K/UA/19/019 URGENT ACTION KILLING OF TWO CIVILIANS BY PDF IN NUBA MOUNTAINS, SUDAN On 18th September 2019, Mr. Abdalla Ismail and Ms. Mahaseen Edriss were killed by PDF soldiers in Garada village of South Kordufan/ Nuba Mountains. Grazing on people’s farms was the cause of the problem and no punitive action had been taken by authorities. Mr. Abdalla Ismail, 34 years old is a farmer; Ms. Mahaseen Edriss, 30 years, housekeeper and farmer. Garada is a village in Al-Abbasiya locality of South Kordufan State in a distance of 37 km Northeast Al-Abbasiya town. On the morning of 18th September 2019, Mr. Abdalla came to his farm and he found cattle grazing in his farm while guarded by three armed cattle keepers. The cattle keepers were dressed in People Defense Force (PDF) uniform. He requested/told them to take their cattle out of his farm but they answered by shooting him dead and ran away with their cattle. When the village residents heard the gun shot, they gathered at the crime scene and after filed a case at the village police post. Policemen came with them to the incident/crime scene and traced the footsteps of the cattle which led them to the nomads’ camp. About ten armed men in PDF uniform, immediately started firing randomly towards them (the police and residents).As a result of the shooting, Ms. Mahaseen died soon after. Police and the residents of Garada village ran away and no further action was taken by the security forces. The residents of Garada village are stressed because there is no guarantee of safety for their lives and farms and the fact that they see perpetrators moving freely. HUDO is very concerned about acts of the government militias in conflict states and calls upon;  Sudan government to immediately take action against the perpetrators and bring them before the courts of law.  Sudan government to secure the rule of law and rights of civilians in conflict areas.  Sudan government to end/ dissolve and disarm the PDF and other militias.  Sudan government to respect its international obligations towards their citizens.
